Lieutenant Richard “Rick” Reeder
Ohio State Highway Patrol
Lieutenant Rick Reeder began his career with the Ohio State Highway Patrol in 1998, joining the 131st Academy Class and earning his commission later that year. He served as a Trooper at the Norwalk and Sandusky Posts before being promoted to Sergeant in 2007, when he became Assistant Post Commander at the Piqua Post. In 2014, he was promoted to Lieutenant and led the Milan Post until 2021. He currently serves as Staff Lieutenant and liaison officer to the Ohio Turnpike. Reeder is a graduate of the Public Safety Leadership Academy at The Ohio State University’s John Glenn College of Public Affairs. He also holds degrees in Criminal Justice and Sociology from Bluffton College. He lives in Sandusky, Ohio, with his wife Michelle and their son Aiden, a recent high school graduate.

Dr. Santo Puccia
Senior Executive, Italian State Police
Dr. Santo Puccia has gained extensive operational experience, particularly in the Lombardy region, serving as an officer in various Traffic Police Sections across several Lombard provinces and later as Director of the Milan Highway Operations Center. His career also includes teaching and training positions, for training and professional development programs as well as for educational institutions, and as head of the Police Training School for Recruits in Trieste. Following a series of leadership roles within the Traffic Police Service, he was appointed in 2024 as Director of the Traffic Police Service at the Central Directorate for Traffic, Railway, and Special Units of the State Police, under the Department of Public Security.
